Administration of State Material Reserves - Roles and Competences

Diploma thesis abstract Diploma thesis "The Administration of State Material Reserves - Roles and Competences in the Public Sector" deals with this central government body in structure of the Czech public administration and security system. The first part of diploma thesis describes responsibility of the Administration of State Material Reserves and its transformation in regard of legal and security threats changes. This central government body is responsible for economic measures in crisis situations, state material reserves and oil security. Activities of the Administration of State Material Reserves are financed from public sources and diploma thesis deals with role of this government body in budget process. The Administration of State Material Reserves is compared with analogous institution in Slovakia and Poland. The second, analytical part deals with management conceptions, plans and methodologies of the Administration of State Material Reserves. In diploma thesis is evaluated Act No. 97/1993 on competence of the Administration of State Material Reserves. The influence of main actors is analysed too. Regulatory measures in the transport sector focused on processing special emergency plan for the Bridge No. 4-043 in the Strakonice town.

The present paper concerns the topic of regulatory transport management and focuses on the elaboration of an emergency plan of bridge no. 4 - 043 in Strakonice. This topic touches partly the field of transport management in crisis situations and should be part of the crisis plan for the extended municipal area of Strakonice. The objective of my bachelor thesis is to conduct an analysis of the transportation network within the area of the extended Municipality of Strakonice and to develop a proposition of an emergency plan in case of a closing of bridge no. 4 - 043 on road No. 4 in Strakonice, with a proposition of bypasses for traffic routing during the closing of Road No. 4 as well as traffic signaling for indication of the road closure as well as the bypasses. The proposition for the traffic signaling, which ought to be placed on the corresponding grounds shortly before the start of construction works on bridge no. 4 - 043, was elaborated according to the law, rightful norms and its corresponding regulations. The introduction of the paper describes the regulatory measures of rail traffic, road traffic and civil air traffic, as well as provisions of road management initiated in crisis situations. This paper also addresses the laws and responsibilities of the Ministry of Transport, the Regional Office, and the extended Municipal Authority of Strakonice, who are responsible for the road reparation and maintenance. Furthermore, this paper deals with the transport policy of the European Union designated to modernize the transport infrastructure in member states in order to correspond to the pan-European standards as well as to its role in the defense sector during the state of constant preparedness for the transition of normality to a state of crisis or a state of war demanding the defense of the state. The result of this bachelor thesis is the elaboration of an engineering transport management plan in case of a closing of bridge number 4 - 043, in which six specific traffic situations are applied to the closing of the bridge, the rerouting of traffic and the corresponding signaling communication. This engineering transport management is practically applicable in case of an actual closing of the bridge during construction works. Ultimately, the paper also addresses potential complications for the population of the city of Strakonice and nearby communities caused by higher traffic density due to the closing of the bridge. It was necessary to account for higher traffic density on the proposed bypasses. According to the official information of the Directorate of Roads and Highways, responsible for Road No. 4, there are no major construction works planned on bridge no. 4 - 043, neither are there any plans for its closure. The hereby presented bachelor thesis does not contain only theory but makes an actual practical contribution. It will support the Transport Department of the Municipality of Strakonice in the elaboration of their regulatory transport management and will be included in the crisis plan for the extended municipal area of Strakonice.

Activities of local government organs and draft methodological approach in dealing with disruption of food supply

The theme of my thesis was published with the title of local government activities and a proposal of the methodological approach in dealing with the disruption of food supplies. The objective of my thesis was to outline the local government and also to focus on its activities. It also describes the basic principles of emergency planning as part of preparatory measures for dealing with crisis situations, including crisis situations with the disruption of food supplies with large-scale consequences. My thesis also contains a general overview of the economic measures for crisis situations, which includes regulatory measures. The regulatory measures are a central subject of my thesis research. The objective of my thesis was to create a proposal of the methodological approach in dealing with the disruption of food supplies. A presumptive hypothesis was subsequently formed for this objective. This thesis is classified as a theoretical type of qualifying work. This type of thesis is accompanied by a formative evaluation as a minimum. An essential basis for the work on this thesis was a relevant and rich source base. This platform was used for performing a comparison of published literary sources, current legislation, methodological proposals and procedures related to this issue. Based on analytical and critical approach, the data acquired was assessed and processed into a draft methodological guide. The draft methodological approach in dealing with the disruption of food supplies consists of two basic parts. The methodological guide is intended for local authorities that can use it in their planning documents for dealing with emergencies and crisis situations. The proposed methodology should help local governments in dealing with crisis situations with food supply disruptions and simplify orientation in the issue of economic measures for crisis situations, which include regulatory measures. It would be suitable to inform local authorities about the issue of economic measures for crisis situations, focusing on regulatory measures concerning the solutions to crisis situations with food supply disruptions with large-scale consequences, through training and professional seminars on the issue.

Economic Measures for States of Crisis and the Role of Municipalities with Extended Competence of Municipalities Allocated in that Area

In his diploma work the author provided the basic picture of the system of economic measures for states of crisis and the role of municipalities with extended competence and municipalities allocated in that area. At the same time he described the competence of the Administration of state material reserves in the area of economic measures for states of crisis. A hypothesis has been set up that the municipalities with extended competence or municipalities allocated, dispose of documentation concerning the economic measures for states of crisis. As a part of the work there was a research, carried out by means of questionnaires. The research focused at the level of the processed documentation in the area of economic measures for states of crisis. The questionnaires were sent per electronic mail to the crisis management of municipalities with extended competence within the total Czech Republic. Based on their assessment the set up hypothesis has been confirmed. The author however pointed to the quality of that documentation, which has not been dealt with uniformly. The individual municipalities prepare it independently. At the same time the author stressed the disunity in the working ranks of the crisis management. He proposed changes in the area of regulatory measures in the system of economic measures for states of crisis and in the personnel area of the crisis management. An ancillary tool has been prepared, how to keep and handle the documentation in the area of regulatory measures in the system of economic measures for states of crisis, intended for mayors of municipalities with extended competence or municipalities allocated in the area of economic measures for states of crisis. The planned target of the work has been accomplished.

The creation and application requirements for the necessary supplies for the purposes of preparation for dealing with crisis situations under the conditions of a municipality with extended competence

This thesis deals with the necessary supplies in terms of municipalities with extended powers. Specifically, it focuses on the creation and application of the requirements for necessary supplies. The thesis is divided into a theoretical part and a practical one. The theoretical part of the thesis discusses the economic measures for crisis situations in general; it discusses the entities that deal with necessary supplies. The main role among these entities is played by the Administration of State Material Reserves. One of the objectives of the thesis is to map these entities. Another objective of the thesis is devoted to the analysis and evaluation of the creation and application of the requirements for necessary supplies in the preparation for dealing with crisis situations. This second objective is fulfilled in both the theoretical and practical parts. The practical part was carried out in the form of a questionnaire survey. The questionnaires were sent to the crisis entities of municipalities with extended powers in the South Bohemian Region and the Vysočina Region to enable comparison. These two regions are similar both in size and the number of municipalities with extended powers. These questionnaires helped to confirm the assumed hypothesis that municipalities with extended powers effectively create and apply the requirements for necessary supplies.
